Reviews functioning of SWD in district, pushes for People-Centric
approach

Commissioner Bandipora, Indu Kanwal Chib on Tuesday chaired a comprehensive
review meeting to take stock of the functioning of the Social Welfare
Department (SWD) and assess the implementation of key welfare schemes in the
district.
During the meeting, the District Social Welfare Officer Bandipora presented a detailed briefing on major schemes, including the Integrated Social Security Scheme (ISSS), National Social Assistance Programme (NSAP), Marriage Assistance Scheme, distribution of motorised tricycles for specially-abled persons, and rehabilitation measures for militancy victims.
The DC also reviewed progress under flagship initiatives such as Nasha Mukt Bharat Abhiyan, Mission Shakti and Mission Vatsalya. The functioning of the SAKHI One Stop Centre, Women’s Helpline, Nari Adalats, Beti Bachao Beti Padhao (BBBP), Pradhan Mantri Matru Vandana Yojana (PMMVY), and various child protection mechanisms was discussed in detail.
Updates on case status, awareness campaigns, inspections, and capacity-building programmes were also examined.
A detailed review of the SHE-BOX portal registrations was conducted, along with an assessment of the implementation of Mission Vatsalya and its institutional framework, including the District Child Protection Unit (DCPU), Child Welfare Committee (CWC), Juvenile Justice Board (JJB), Child Helpline, and Child Helpdesk.
The meeting deliberated on matters related to children in conflict with law, children in need of care and protection (CNCP), child care institutions, sponsorships, inspections, and awareness activities.
The functioning of the SAKHI One Stop Centre Bandipora came in for special focus, with a review of cases registered, resolved, disposed of and currently under process.
Awareness programmes, orientation workshops, inspections and training sessions conducted by the centre were also discussed.
The Deputy Commissioner emphasised the importance of coordinated action and stressed the need for stronger inter-departmental collaboration among the Police, Women Help Desks, Health Department, District Legal Services Authority and the Social Welfare Department to effectively address cases of domestic violence and ensure timely psychosocial and legal support to survivors.
The Deputy Commissioner directed the department to further intensify awareness about the Child Helpline, ensure regular inspections of institutions, strengthen sponsorship mechanisms, and expand outreach activities.
She also instructed that a coordinated meeting be convened, involving SHOs, CDPOs, clinical psychologists from the Health Department, and the District Legal Services Authority, to streamline reporting and response mechanisms, particularly in cases of domestic violence.
Highlighting the need for accountability, the Deputy Commissioner directed the department to lay down clear parameters for the release of staff salaries, verify tour programmes, assess work output, and ensure transparency in service delivery. She reiterated the district administration’s commitment to safeguarding the rights and welfare of women, children, and other vulnerable sections of society.
The meeting was attended by Senior Superintendent of Police, Aijaz Ahmad Zargar, District Social Welfare Officer Bandipora, and other concerned officers.
Chairs DLIC Meeting; 249 cases sanctioned under Mission YUVA
Deputy Commissioner Bandipora, Indu Kanwal Chib presided over a meeting of the District Level Implementation Committee (DLIC) at the Mini Secretariat to evaluate proposals under Mission YUVA.
During the meeting, the Committee thoroughly examined the cases, following which 249 cases were approved after due scrutiny. The meeting also reviewed the district-wise progress of Mission YUVA, including cases forwarded to banks, sanctions accorded, disbursements made, and applications rejected, to gauge the effectiveness of the scheme’s implementation on the ground.
Emphasising transparency and due diligence, the Deputy Commissioner directed officers to maintain strict verification standards while processing cases.
The Deputy Commissioner further directed bank authorities to undertake a detailed analysis of rejected cases, clearly identify the reasons for rejection, and explore the possibility of resolving genuine issues in a time-bound manner.
The meeting was attended by Additional Deputy Commissioner Bandipora, Zaffar Husson Shawl; Officers from DIC Bandipora, District Social Welfare Office Bandipora, ARTO Bandipora, Pollution Control Board Bandipora, JKEDI Bandipora, and other concerned departments.
Reviews ICDS implementation, emphasises zero pendency and data accuracy
The Deputy Commissioner Bandipora also chaired a review meeting to assess the implementation of ICDS and Poshan schemes in the district.
During the meeting, Programme Officer ICDS Bandipora, Yaar Ali Khan, presented a detailed overview of services under Poshan Abhiyaan, including status of AWCs and beneficiary registration on the Poshan Tracker, identification of children and anaemic beneficiaries, Aadhaar, mobile and ABHA verification, and face recognition system (FRS) compliance.
The Deputy Commissioner directed that dealing assistants be properly trained for accurate data uploading and stressed that e-KYC of AWWs and AWHs must reach zero pendency.
On the occasion, the Deputy Commissioner sought revenue village-wise data, breakup of SAM cases, anaemia details, and month-wise reporting of Community Based Events (CBEs) and Village Health Sanitation and Nutrition Day (VHSNDs).
During the meeting, the DC also reviewed infrastructure gaps and directed exploration of abandoned government buildings for conversion into Anganwadi Centres, identification of land for rented centres, and ensured heating, drinking water, toilet and electricity facilities, particularly in Aspirational Blocks Tulail and Arin.
The meeting also reviewed progress under Saksham/Balvidyalaya AWCs, Palna creches, Poshan Vatikas, PMMVY enrolment drives, food safety and quality monitoring, FSSAI licensing, and the Suposhit Gram Panchayat Abhiyan. Key convergence and departmental issues raised by PO ICDS were resolved on the spot.
