Ok, after weeks of scouring this forum as well as numerous others across the big WWW I come across a post for a photo gallery script where someone running a server in the same environment (Win2003 Server, IIS 6, PHP ISAPI) was having issues uploading images.

Basically, through the numerous steps suggested, I narrowed the solution down to a simple permission setting which finally allowed me to successfully upload product images in PrestaShop. I have successfully tested this on both Version 1.2.4.0 and Version 1.2.5.0
